Social Impact Bond Launched
Prisons Minister Crispin Blunt visited Peterborough Prison to launch a new scheme designed to reduce re-offending. The Social Impact Bond pilot, run by social investment organisation Social Finance, is the first scheme in the world that has used new funding from investors outside government to help reduce reoffending. Investors will only receive returns on their investment from the Ministry of Justice if they reduce re-offending by a set amount.
Prison Population
Ken Clarke questions why prison population is nearly double what it was when he was home secretary in the early 1990s. Prison reformers today welcomed what appeared to be a major shift in the approach to penal policy outlined by the new justice secretary, Ken Clarke, over the weekend.
The lord chancellor questioned why the prison population – at 85,000 – was nearly double what it was when he was home secretary in the early 1990s.
Clarke confirmed that he is looking for cuts in the £2.2bn prison budget and seemed to indicate that he did not regard short prison sentences as effective in cutting re-offending rates.

Re-offending
It was recently revealed that failure to rehabilitate criminals, mainly PPOs,
is costing the UK up to £10 billion a year.
Overcrowding means that despite having an average of 16 convictions each, little is done to tackle their reoffending, the National Audit Office found.

Over the past seven years I have had the opportunity to work with both Cambridgeshire and London Probation Services, most recently on London’s PIANO and LYRIC education, training and employment (ETE) projects.
What has become clear over time is that the NOMS environment is becoming increasingly target driven, putting a strain on both staff and resources.
